Dellanor L. Young, Founder and Chief Executive Officer of Young & Company and the National Construction Training Institute of America, is a dedicated professional with a proven track record in the development and training of minority and disadvantaged businesses. Ms. Young, as a consultant, has assisted with the outreach and certification programs for the Washington Metropolitan Airport Authority.  She is presently a consultant to the African American Chamber of Commerce of Central Pennsylvania in support of the compliance initiatives of the City of Harrisburg which ensures the quality of construction initiatives and contract compliance for the Harrisburg School District.  At the Chamber she developed its present Entrepreneurial Development Center and computer lab providing training and business development seminars and workshops for small businesses.   Ms. Young has over twenty years experience in program and project management in both Government and private sectors.

 

Ms. Young presently has a contract as project manager for Penn National Gaming, Inc.  Ms. Young is also engaged by PNG Inc., to provide services involving contract compliance and economic business development for the minority and women owned businesses.  She is tasked to ensure equal access to bidding opportunities on the Hollywood Casino construction project in Grantville, PA.  She has also been engaged to provide project management and other professional services for minority business, public entities and majority-owned private businesses throughout Central Pennsylvania.

 

She was recently awarded the contract by the Harrisburg University of Science and Technology. as the consultant to supply, certify and monitor qualified contracts for their Minority (MBE) and Women (WBE) Owned Supplier Diversity/Inclusion Plan.          

Ms. Young has also maintained a DBE Liaison role with the Harrisburg Redevelopment Authority where she monitored DBE participation on the Transportation Center Project.

 
Background: 
   
As President and CEO of Young & Company Ms. Young is responsible for business development, building capacity, and training designed to assist small, disadvantaged, minority and woman owned businesses compete for and successfully bid and perform on business and construction contracts.  She is also responsible for the outreach and assistance to M/WBE firms in providing entrepreneurial training for minority and women M/WBE firms. 
 

Dellanor L. Young's achievements include:

 

  Developed Entrepreneurial Development Center (EDC) providing training and development for small businesses

   Developed curriculum and training courses specific for Local Disadvantaged Business Enterprises (LDBE) certified at the Metropolitan Washington Airports Authority to enhance their performance on Authority construction contracts.

 Reviewed and approved application certifications.

 Performed site visits for approval of certifications.

  Assisted M/BE firms and major firms on proper documentation and negotiation techniques for a successful joint venture and  mentor protege agreement. 

 Provided technical assistance through workshops and seminars to M/WBE firms on how to submit a bid, estimate, time management, safety and a variety of other courses to enhance M/WBE firm's ability to compete for contracts.

  Assisted in relationship building and subcontracting opportunities for local contractors b matching with various major contractors on upcoming construction projects seeking to identify and subcontract with qualified M/WBE firms.

 Creation of overall training program designed to provide a comprehensive core of specialized educational and training opportunities in the field of small business management for small,

disadvantaged and minority owned businesses.

 Initiated course curriculum for construction training initiatives for various firms and small businesses. 

 Analyzed various bid documents submitted to ensure accuracy of compliance issues outlined in contract specifications documents.

 Train trainers for construction training curriculum. 

 Developed Mentor-Protégé program to assist M/WBE firms develop relationships and empowerment mechanisms to enhance their firms economic stability

 Monitored awarded contracts for duration of contract to ensure continued compliance of contract.

  Assisted in reviewing for accuracy, the documentation of small, disadvantaged, minority and woman owned businesses in the completion of application for State, local and private certifications.

 Developed yearly conference inclusive of workshops and seminars on capacity building and business development for W/MBE firms. 

 Monitored and ensured W/MBE participation goals on local, federal and state funded construction projects.

 Developed Goal Methodology process to establish realistic regional M/WBE goal on major construction project.

 Monitored W/MBE contractors on local, federal and state funded construction projects to ensure standard of quality, work standards and participation of W/MBE firms are not compromised.

John H. Dunlap

John Dunlap is one of  a few individuals in the country that has hands-on experience in state and federal diversity compliance and in the construction industry as a business owner.   As a former employee with the Commonwealth
of Pennsylvania, John acquired 30 years of experience in Diversity relating to Civil Rights, MBE/WBE/DBE Programs and Equal Employment Opportunity.
 

After retiring from his job with the Commonwealth of Pennsylvania in 2003, he founded Integrated Contractors, Suppliers and Consultants. In just two years his firm was recognized by Central Penn Business Journal as the sixth most successful company in Central Pennsylvania.
 

 John is the recipient of:

 

  The 2004 Harrisburg City Council's Business and Entrepreneurial Award for Excellence

 

  Governor Rendell and the Governor's Advisory Commission on African American Affairs 2005 Award for Excellence in Business

 

  The African American Chamber of Commerce's 2006 Award for Excellence in Business
